I just checked the link once more - it's working for me. You could try
the following download link:

http://garr.dl.sourceforge.net/project/dia-installer/dia/0.97.1/dia_0.97.1-1_win32.zip

If your problem is still there:

From where (which country) do you try to download?

Is your operating system up to date? All security updates installed?
Antivirus?
Do you use a proxy connection?
