In addition to the mentioned documentation:

Hans has recently added new functionality to PyDia.
The next version of Dia will contain two additional Help menu entries:

PyDia Update Docs: to update existing diagram preserving the layout
PyDia HTML Docs: using the standard pydoc/help facility to export to
$tmp/dia.html

If you're able to build Dia from the git repository, you can try out
the new functionality
