Dia for Windows 0.96.1-9 installer

I've created an updated Windows installer package of Dia 0.96.1 for Windows:

It would be nice if some of you could test the installer for show
stoppers before I update
the links on dia-installer.de.

There are no changes in Dia itself, only the underlying GTK+ and
libxml DLLs have been upgraded
to the current versions.

This fixes two problems:
White menus in Windows Vista (libwimp.dll problem):

Apologies to all who have provided updates/fixes to the installer or
its translations that have not been included.
These updates are scheduled for the 0.97 release.
