Dear Sir/Madam,
I am writing to you regarding the licensing of your application Dia.
Under the licensing terms and conditions, am I allowed to use your
application commerciall as I am required to create flow charts and
system diagrams.

below is the output of a section of the dia man-page:

COPYRIGHT
        Copyright 1999 Alexander Larsson.

Permission to use, copy, modify, and distribute this software and its documentation for any purpose and without fee is hereby granted, provided that the above copyright notice appear in all copies and that both that copyright notice and this permission notice appear in supporting documentation.

Isn't this contradicting with the GPL v2 (as from the reply from Hans)?

The above paragraph would allow the licensee to distribute the software in binary form (modified or not)
without the need of offering/posting/linking the source code, which would contradict the GPL.
