dia_diagram_icon should be available from app/dia-app-icons.h which is 
supposed to be generated by (from app/Makefile.am)

dia-app-icons.h: $(ICON_PNGS)
        gdk-pixbuf-csource --raw --build-list $(ICON_PNG_PAIRS) > dia-app-icons.h

Same as above. Maybe something wrong with gdk-pixbuf-csource?
