I don't have Windows 98 available for testing. Maybe there are other
people running Dia 0.96.1
on Windows 98 who can provide more detailed instructions than my guesses.

You could:

* Go back to Dia 0.94 - this version has been reported to be
compatible with Windows 98.
* Try to install a GTK+ version 2.6 that is compatible with Windows 98
on top of Dia (replacing all the GTK+
DLLs that are part of the Dia distribution):
