I'd guess each object is only scalable to itself, not to other objects?

But I am not aware that you can stretch a group in Dia. You have to

I just a few minutes ago wanted to combine two previously existing Dia
grams
and one was scaled a little smaller than I liked. I was wishing for a
scaling function then, but it isn't in the version I prefer v0.95-pre7
I don't think it is possible to do what you want. Even in Inkscape the
vector capabilities only let you work on canned shapes like rectangles
and
elipse/circles, lines and arcs - not on groups of these together. GIMP
has
some interesting transformation capabilities. I sometimes transform
misshapen scans which is sort of what you are describing.
