Well: I have both them installed (debian sarge)

dpkg -l | grep docbook-xsl
ii  docbook-xsl    1.68.1-0.1     stylesheets for processing DocBook XML
files
dpkg -l | grep xsltproc
ii  xsltproc       1.1.12-8       XSLT command line processor
