I assume you would like to be able to rotate logical gates in Dia. Is

Unfortunately, rotation of objects is not implemented yet in Dia. See
bug 321820:

What is possible, however, is to flip the objects horizontally and
vertically. To do this,
simply double-click on an object and select the properties.
