You first have to install GTK+ and then install Dia. I suggest that
you uninstall dia first
before you install GTK+ and try the reinstallation. The dia installer
should warn you
if GTK+ is not installed. Are there other GTK+ versions installed on
your machine?

If you are not afraid of the registry, you could try to correct the
Application DLL search
path manually if the above instructions do not help.
