Dia prints version info in UTF-8 on screen, my locale is not 
UTF-8. Is it bug or this message have not to translate?

That may be considered a bug.  Dia uses UTF-8 for all translations, but I
guess all things printed to the terminal (not a lot) should be translated
into whatever locale.  If you're in X, you can try xterm -u8 and run Dia
from that.
