When you say "snap objects into place", do you mean something other than
what happens when you have 'Snap to Grid' turned on? If so, could you
describe the expected behaviour?
I think he might mean being able to snap one object to the edge of
another.
As a workaround you should take a look in the Object menu,
Align Horizontal, Left, Right, Centre, Equal Distance, Adjacent.
Align Vertical, Top Middle Bottom, Equal Dist. Adjacent.
I think the Adjacent feature will give something close to what you want.
