I don't quite get what you're referring to here.
He is probably referring to the fact that all dia-specific text given
by --help is given in UTF-8 in all locales. When I use dia in a
swedish locale with iso8859-1 as character set the swedish characters
(ÃÃÃ) are shown wrong.
It appears that there is little to do about this. Since GTK2 is all UTF-8,
we have to have strings in UTF-8 internally. While we can convert strings
that we output ourselves to the local encoding, the --help text is output
by popt, which cannot do such conversion.
