Un-updated modules; we need tarballs

Hi everyone,

The following is a list of modules for which the same tarball used for
2.12.1 was still used for 2.13.4[1].  There are probably a number of
special cases where that's valid, but I suspect there are several on
this list which have at least had translation updates and perhaps even
a few (hopefully not many given how late in the cycle it is) that have
new features that need to be in a tarball for testing by Monday.  If
you need any help getting tarballs rolled, please let the release team
know.
