3.28 Release Notes

Hi everyone,

The Engagement Team is about to start work on the release notes for
3.28. If you know of any changes that ought to be mentioned, please
add them to the wiki page:

https://wiki.gnome.org/ThreePointTwentyseven/ReleaseNotes

If you are in any doubt about whether to mention a change or feature,
please just add it to the page - the more information we have, the
better. Also, don't worry about writing perfect prose - rough notes
are fine.
