GNOME 3.23.91

GNOME 3.23.91 is now available. This is our second beta release on the
way to 3.24. Please try it and let us know how well it works for you.

 With the second beta our Freeze continues and deepens: - API/ABI Freeze (No API or ABI changes should be made in the platform libraries), - Feature Freeze (No new features can be added anymore, let's focus on stability and give the documentation team time to document it all), - UI Freeze (same idea), - String Freeze (Our translators are working hard to give us great translations in more that 50 languages, but they can only do that if we stop changing strings for a while). As always, you can request a freeze break if you think your change should be committed before 3.24.
