I'm not the most up to date person on Vala, but I do believe it is 
similar to GCC in that you need to bootstrap. So you'll need a Vala 
compiler to compile Vala).

Your distribution probably has one that can be installed. Such as:

  sudo dnf install vala (for Fedora)
