I would suggest to leave out the + as we do in other filesystem
locations: /usr/share/gtk-3.0, /etc/gtk-3.0. Other than that, no
objections, seems like a good idea to me.
It's not a big deal, but I like the idea of matching the pkg-config
name (gtk+-3.0).
