Does anyone know whether I can just do a "soft" relicensing to
"proper"
LGPLv2.1+ by myself (the license says version 2 or later) to clean

up or whether I need to involve all contributing parties (oh dear)?
Yes, go right ahead: this is why the "or later" clause exists. If the
"or later" clause was absent, then this would be a pain and you
wouldn't be able to do it on your own. (The same applies for the GPL,
too.)
