Thanks for clarifying. This seems a bit inconsistent with my experience so I guess that is why I have gotten confused. Exactly when did Alejandro email this list asking to be maintainer? I ask because this module got abandoned in 2011 and I was enquiring about this directly with the accessibility team well before anyone was maintaining this module and heard nothing about it until after the fact.[1,2]

It's not. The correct procedure is to ask the current maintainer, and
possibly email this list to announce the new maintainership. You
certainly don't need to ask us. If Alejandro is OK with it, he can set
you up with the right bugzilla rights, and you're good to go.
