I don't see non-systemd Linux distributions as being different from
OpenBSD, or other Unix systems.

If you want to provide compatible interfaces to systemd without using
systemd, then you'll need to engage with the systemd developers to make
sure that APIs are suitable for your implementation. I don't plan on
doing that work, as it would just use up the time I'd freed up by not
having to maintain 2 separate versions of the power plugin and session
tracking code.
