gnome-screensaver will continue to be used in the fallback mode.

The goal is to have a consistent user experience for the login screen, user session, and lock screen. This will be achieved by having the visual parts for both login and lock screen be a part of the gnome-shell module, and by having GDM do the authentication. So the full GNOME 3 experience includes running GDM.

To accommodate users who want to try using GNOME Shell from within an environment that doesn't run GDM, we could have GNOME Shell not handle locking if GDM is not running and allow other processes in the environment to handle locking as they see fit. However, it would be up to the developers of LightDM to make sure that this is as close to the intended experience as possible.

The goal is to deprecate the usage of gnome-screensaver for the purposes of the core GNOME experience.
