What remains to be done is to make Evolution listen for new Exchange accounts
configured through GOA just as it does currently for Google accounts.

I assume that you are able to use Evolution just to use Exchange without GOA right? Meaning GOA does not need to exist in case those who use evolution in other desktop environments ?
