First, someone has to come up with *some* initial design and that person doesn't have to be a designer in the first place but can be the person doing the implementation. Put design + patch in bugzilla, CC designers. They can object now, they can tell you to tweak things, etc. About the research mentioned above, Jens already said that Windows 7 has one design and the other important OS probably be MacOS X might be checked. I think that should be enough research for now. I think if we always wait for the designers to do an initial design we will not have many new features unless we can attract a bunch of new designers.
