Yelp 2.30 for GNOME 2.32

I'll be using the Yelp 2 code from the 2.30 branch
for GNOME 2.32. Yelp 3 is missing a few important
features, and accessibility isn't quite ready yet. 

If you're writing help for 2.32 components, you
should make sure your help looks right in 2.30.

Release team, I'm going to keep my 2.31 releases
for Yelp 3. I'll roll more 2.30.x tarballs for
the 2.32 release. Please use those, and not 2.31.
