minimum dep on telepathy-glib bumped to 0.7.34

As part of our "don't use DRAFT API in stable Empathy releases" plan,
Empathy now implements [1] the undrafted version of the Location [2] API
and so depends on telepathy-glib 0.7.34 [3].
