Agreed -- we try to do what we can with the resources we have. We, of
course, would also like to see developers make accessibility part of
their normal practice, just as I'm sure the docs and i18n folks desire. ;-)

I have a general comment with respect to accessibility. I'm curious if
any of the developers of modules that expose new UI to users have done
any accessibility and/or theming testing with them.
For example, can the UI be used from the keyboard alone? Does the UI
respect theming? Have they tried accessing the UI with an assistive
technology such as Orca? Have they looked at the UI with a tool such as
Accerciser?
I believe that's one of the things the a11y knowledgeable people (and
the a11y team) are supposed to do during the discussions about new
modules, just like the Docs team and the i18n team review the new
modules during that period of time.
Cheers
