Why don't you go ahead with your plans and write an application and
then take it from there?
If you want to see it replaced in GNOME:
1) Write a replacement
2) Make sure it is feature complete to replace Tomboy.
3) Provide a migration path for users to move their notes.
4) Propose it to the community.
5) Hope that people agree that it should replace Tomboy.
Before your application exist there is no ground for discussing
whether it should replace Tomboy or not.
