There was a GEP process at one point. See e.g.
http://developer.gnome.org/gep/gep-4.html and other URLs with the 4
replaced by various other small numbers. People abandoned the GEP
route of doing things, back before I was significantly involved with
GNOME. So if anyone wants to look into something like that, they
should probably look into why the GEP procedure was abandoned (I was
told once, but don't remember the details).
