gnome-utils branched for 2.18

hi everyone;

gnome-utils has been branched after the 2.18.0 release; the stable
releases, as usual, will now happen from the gnome-2-18 branch.

plans for the next development cycle:

[Screenshot]
 * finish the transition to the new save dialog
 * add 'grab area' support
 * add 'include cursor'
 * add actions (save, open with)

[Dictionary]
 * port the dictionary from libgnomeprint to gtkprint 
 * add local file support for dictionary sources

[System log viewer]
 * plugin support for logview
 * complete refactoring of the code base

[Gfloppy]
 * begin investigating a replacement for gfloppy
