why it's not included in the repos or even better, why it's not

This is a distribution problem not GNOME, because pam_keyring is not
part of GNOME Desktop, and the distributor does the integration of
pam_keyring, so the best thing is to address your concern to the
ubuntu developpers.
I remember such feature ask been asked in Ubuntu (take a look on the
malone website or the wiki) and I don't know for other distro.
