Ideally Epiphany's language preferences wouldn't be in Epiphany, they'd
be in a system-wide preferences tool (as they are for Windows Internet
Explorer with the "Regional Settings" control panel, and for Safari and
other Mac browsers with the "International" preferences pane). The
language list it configured would also determine the default for
Totem's subtitle/audio language, and for any other application that
needs to know your preferred languages (such as an ISV's app that ships
with its own translations).
Totem would still need an interface for changing preferred language
on-the-fly, but this would likely be a menu or submenu (as it is in
Windows Media Player and Apple DVD Player, for example), rather than
any sort of standard widget for embedding in a dialog.
