Well, patches rot. When a patch is a half year old it is not unlikely
that it is going to conflict.

But yes, the reason that patches are not accepted is often that the
maintainer does not have enough time, but that may just be another way
of saying development of this component needs to be made more open: If a
maintainer doesn't have the time to review then the contributor might be
the right person to help out reviewing/accepting/committing patches
every once in a while.

But this is just having the same conversation all over again. Unless the
maintainers start doing that or somebody has a better idea the situation
isn't going to change.
