Yes and no. I've certainly said in the past that I didn't think
Apple's control panel was the easiest to find things in, so I'd agree
that a more fundamental redesign might have reaped better rewards in
the long term. But then they wouldn't have had the opportunity to
show off another aspect of Spotlight, so that probably wasn't a high
priority for them.
On the other hand, I think the redeeming feature is that the
preferences search deliberately matches a great deal of synonyms,
which goes some way to addressing your concern about not being able
to find the answer because you're not sure what the question is.
