You've pretty much hit the nail on the head here Jeff, although I'd
say that (2) is significantly more important than (1).  We (the CC
maintainers) have talked about this and there is certainly a
willingness to merge in some system configuration with the provision
that it can be done tastefully.  Stuffing in 10 more icons isn't
going to help anyone.  At a meeting in Jan Seth was tasked with
doing some thinking on how to handle the layout in a shell and
menus.  We should definitely sit down at guadec and hash things out.
