Does anon CVS have a delay?

While I've been "trying to build gnome" / "build terrierizing" a couple
of times I've got the impression that an issue I'm trying to fix has
already been fixed in CVS, but somehow I haven't got it yet.
Is there a delay on anonymous CVS?
