Drag and drop behaivior

Hi all,
I've been using drag and drop over the desktop, and I realized that it
is possible to drop from panel to desktop, from Apps Menu to Panel, from
Apps Menu to Desktop, but it's impossible to drag from Desktop to Panel,
there are any reason for this behaivior? Is it a feature or a bug?
