The use of /system/http_proxy/ignore_hosts

Hi,
So in GConf there is a /system/http_proxy/ignore_hosts key that is a
list of hosts that shouldn't use the defined HTTP proxy. This key
doesn't seem to exposed in the UI anywhere but from the description on
the key it seems it consists of a list of strings in pretty much any
notation of specifying a host/network.
Is this intended to be used by application developers? If so we need an
easy way to lookup a given host name to see if it matches against any of
the strings in the ignore_hosts list.
I think it would require too much code for each application to
implement/copy-paste code into each networked application.
Has anyone thought of how this should be handled?
