Submenus in general should be avoided as much as possible, so please don't
advocate adding yet another one. It's just too easy to accidentally select
the wrong one, or lose them if your mouse wiggles a bit. That leads to
user frustration.
The only way your suggestion might work (IMHO) is when selecting the 'Web
Browser' item itself would activate the default web browser, and if you
want another, you could explicitly look in the submenu. But that would
require implementing conditional cascading menus in GTK, see bug 82162.
