I don't think using Flags for kbd layout/language selection is a very good
idea.
For example, a country may have multiple languages with different scripts
(the example of India comes to my mind). Also, the combination of (same
kbd layout + same language + different countries) can create
problems/confusion.

Maybe, the keyboard layout selection (c)applet/language selection system
can use an icon with a standard background, with the language name written
in the  appropriate script.
