ccing usability becuase this is a usability bug that not only
effects the system tools, but also just needs attention in general.

Right now on non-redhat systems AFAICT, "System Tools" is showing up
like this:
Applications
-> Desktop Preferences
-> System Tools
But what we really need is this:
Applications
Settings
-> Desktop Preferences
-> System Tools
-> Server Settings
Or even better, as Seth describes in the bug
Applications
Settings

|-> Hardware->
|-> Network-> (or "Internet")
|-> Servers->
|------------
|-> Background
|-> Font
|-> Sound
