We thought about that, but the current dialog has a master "Enable
Keyboard Accessibility" switch in it that enables everything else in the
current three tabs[1], so adding a new tab that wasn't affected by that
switch wouldn't have been very pleasant :/ Bill has some thoughts about
how to get rid of that master switch, which would allow us to do this,
but I dunno if that's in his plans for 2.4.

Yeah, I was in two minds about that one as well. If I was deaf, though,
presumably I'd be thinking more along the lines of "how do I make my
terminal flash when something important happens" rather than "how do I
stop this thing beeping". (And a lamer reason is that in Windows, it's
also part of the accessibility control panel rather than the Sound
control panel, so people switching from a Windows desktop might be more
inclined to look there first...)
