I think the way to do it is just like any other part of the software:

 - include only themes that are high-quality 
 - include only themes that are well-maintained

There are some simple quality checks that instantly kill many themes:
do they cover most of the desktop icons; do they break on any of the 
metacity-theme-viewer tabs; etc.

Other ways to narrow it down:
 
 - don't include themes that are basically the same
 - don't include themes that are pretty much unusable
 - the themes should all feel like the designer had some talent
 - no more than one dark gothic theme ;-) 
 - no trademarked names or copyrighted images

It's probably OK to drop themes over time if they become unmaintained
or we find better ones. Worst that happens is that users get the
default theme back.

Another thing we could do is impose some max reasonable number of
default themes (20?) to just arbitrarily impose some discipline, so we
really choose only the good themes.
