I just wipped together a small patch that might help out with toolbar
editing:

This does not implement toolbar editing, but should be useful for people
implementing a toolbar editing mode. It gets EggToolbar to draw its own
DnD drag highlight, using an insertion point between items on the
toolbar. It also adds an egg_toolbar_get_drop_index() to get the index
where the insertion should take place.
I haven't checked it in yet, because it still needs a bit more work, and
I am not sure how it would interact with the toolbar editing code that
has been implemented already.
