gdm could do a good job of that, and is probably the right place to do
it. Questions about how to store the information still apply.

Sorry for being unclear. I was talking about the fact that when I
shrink my resolution and then grow it again, the panel icons have all
compressed into a corner. With resizing becoming a much more visible
feature, this is more of a bug than before.
