Looks pretty cool, thanks for taking a crack at this. Did you, by
chance, run across http://weather.unisys.com during your efforts? They
seem to have a XML feed available at
http://weather.unisys.com/forexml.cgi (you can pass it a city name or
zip code in the GET data). I wasn't able to find a policy for the usage
of it on their site. It *is* Unisys, after all....
