Good question, that probably needs to be answered by the a11y hackers
rather than me :) From my usability point of view, one solution might
be to always have accessibility support enabled on the login screen, at
least on systems where there's a possibility that users might require
it. Then if a user actually uses any ATs to help them log in, turn on
the AT support switch and start the corresponding ATs automatically when
their session starts up too. I don't know whether that's technically
possible though.
(After a user's first login, hopefully the combination of gconf and
session management would take care of remembering what ATs the user
wants to run by default).
