I certainly like the idea of having all the community default themes in
the same place... although perhaps, as Alex says, the default theme is a
special case if it's a requirement rather than an option.
Such a module would certainly need the love of a build wizard to come up
with some good build scripts, though... right now gnome-themes is
optimized[1] to make it easy to add the appropriate versions of the same
icon to all the themes at once without having to hand-edit a gazillion
different config files, and as such it doesn't support building
different themes in different stages of development very well.

[1] Actually I'm sure it's far from optimal, but my knowledge of
autotools is tiny :)
