Hi John,
I cannot find email address of GDP person from
http://developer.gnome.org/projects/gdp/doctable--.html. Also can I
directly transfer relevant doc files to GDP persons and they work with
module maintainers to integrate them into workspace ?

OK, despite some reservations, it seems as though the consensus is to
install the translated docs alongside the default locale "C" docs and
have them installed by default. Mike, you need to coordinate with the
maintainer of each indidividual package maintainer to make sure they get
into the right cvs branch.
Pretty much every package also has a GDP person who works closely with
the maintainer on docs. They may be able to help. You can figure out who
they are here:
