Menus and Gnome2

How does one go about tearing off menus in Gnome 2.0?  I've downloaded
the RH7.3 snapshots from Ximian and this feature seems to be missing. 
Did it get killed? I hope not.

Also the menus on the menu panel have tooltips associated with them that
are really annoying, is there a place to turn these off?  I can't find
it. Sorry if this is the wrong list for these kinds of questions.

Suggestions?
